Director of the International Training Centre of the ILO in Torino. From 2008 to 2016 he was Deputy Administrator of the State Administration of Foreign Experts Affairs, China, and he previously worked as Staff Management Officer in the Chinese Academy of Social Sciences (CASS), Project Officer of international co-operation in the Ministry of Personnel, China, Project Officer at UNDP Beijing office, Deputy Division Director for International Training Affairs and Division Director for International Organization Affairs in the Ministry of Personnel, Counsellor at the Chinese Mission to the United Nations in New York, and Director General of the International Cooperation Department in the Ministry of Personnel. He had been the Executive Director of China Society of International Personnel Exchange Researches, Deputy Secretary General and member of the board of China Association of International Exchange of Professionals and Member of the Steering Committee of Metropolis, an international expert’s network for international migration. He holds a Master of Public Administration from Renmin University of China.
